Sarah Wynn-Williams, a former Meta executive, plans to tell US lawmakers that the company quietly supported China’s efforts to build artificial intelligence (AI) tools.
Wynn-Williams is expected to speak before the Senate Judiciary Subcommittee on Crime and Counterterrorism. Her statement will focus on what she says was Meta’s behind-the-scenes work with Chinese officials, and how that may have helped China develop AI for military use.
Wynn-Williams says Meta held private meetings with Chinese officials as far back as 2015. She claims the company presented its technology as a way for China to grow its global influence and push its national goals.

According to her, internal documents show that Meta linked its plans in China to the idea of promoting the "China Dream", a term used by Chinese leaders.
She also points to Meta’s LLaMA model, saying China’s military-linked AI projects are now connected to that technology.
Wynn-Williams also wrote a book that gave a behind-the-scenes look at Meta’s business culture and its work with China. The book, titled Careless People, had drawn interest before release but was blocked after Meta stepped in with legal action.
In her prepared statement to the Senate, Wynn-Williams says Meta considered building tools to help Chinese authorities control content on the platform. She also alleges that company leaders discussed sharing user data with officials in China.
